Heat a frying pan over medium heat with the olive oil. Add the ground beef and cook for 7 minutes until it’s started to brown. Break the beef up with a wooden spoon while it browns.

Add the chopped onion, minced garlic cloves, chopped tomato, and red bell pepper to the beef and cook for 5 minutes over low heat. Add the green olives, olive brine, ground cumin, and bay leaf. Let simmer for 3 minutes.

Add the tomato sauce and water, and season with salt and pepper as desired. Reduce the heat and let simmer for 20 minutes.

Serve warm from the frying pan, garnish with cilantro, and plate alongside a helping of white rice.
