Melt the butter in a pan.
Add the onions, garlic, chilli and potatoes and sweat for a few minutes.
Add the cornflour and stir to coat.
Pour in the white wine and the vegetable stock, bring to a boil and simmer for about 20 minutes.
Pour in the milk and add the bay leaves and the sweetcorn.
Simmer gently for a few minutes, then season to taste with salt and pepper and serve.
