Rinse the chilis and slice in half lengthwise.
Remove the ribs and seeds.
Put the chilis, rau ram, basil, peeled garlic cloves, vinegar, soy sauce and half of the oil in a food processor and make a fine puree.
Mix in the remaining oil and season with salt to taste.
